An autonomous system that operates at speed still has to carry the governing state that authorized its operation into every decision it makes. If that continuity breaks — if the system loses the chain of legitimacy between its governing state and the action it is about to take — then the action is ungrounded, no matter how good the guardrails around it are.
Execution-layer governance tests whether that continuity holds. It does not ask whether the action is allowed. It asks whether the system can show that the action is still connected to the governing state that put it in motion.

The test happens inside the system's own process — before the action is proposed, before the guardrail evaluates it. If continuity is not preserved, the system abstains or re-grounds. It does not proceed on a broken chain.

Guardrails block bad actions after they are proposed. But by the time an action is proposed, the system has already done its reasoning. If that reasoning broke continuity with its governing state, the guardrail catches the output — it does not catch the break.
A system can produce an action that passes every guardrail and still be ungrounded — disconnected from the governing state that authorized its operation. The action looks fine. The chain that produced it is broken.
It tests the chain, not just the output. Before the action is proposed, the system checks whether continuity and lineage are preserved. If they are not, it abstains or re-grounds — instead of proceeding on a broken chain and hoping the guardrail catches the result.
This is a different layer. It operates before the guardrail, inside the system's own process. Guardrails and execution-layer governance are complementary — not substitutes.
